以色列醫院利用5G專網創新數位醫療

資訊安全新創公司OneLayer在以色列通信部(Ministry of Communications)和創新管理局(Israel Innovation Authority)補助之下，在以色利兩家醫院Baruch Padeh Medical Center(原Poria Hospitals，2005年更名)及Galil Medical Center導入可保護重要醫療資訊的5G專網。以色列政府期待藉由相關試點補助專案，擴大5G行動通訊系統在以色列落地，並促進以5G行動通訊系統為基礎之創新應用系統開發，讓更多以色列民眾逐漸熟悉具開創性的產品與服務，進一步節省及優化關鍵可用時間、節約能源等。

在醫療院所建置5G專網可達四大目標：

(1)提高醫院設備配置靈活性。

(2)確保醫療裝置可在醫院任何地方順利連線。

(3)協助醫院資訊系統抵擋外部攻擊。

(4)保護醫院資訊系統之醫療資訊與數據不被竊取。

【驗證項目說明】

(1)OneLayer主要使用5G公頻作為5G專網的使用頻道，但利用5G切片技術，在5G公頻建立一個獨立的邏輯網路環境，專供Baruch Padeh Medical Center及Galil Medical Center兩家試點醫院使用。

(2)主要團隊成員包含行動資訊安全新創公司OneLayer、諾基亞(Nokia)和以色列電信營運業者Cellcom。諾基亞提供5G邊緣雲切片(Edge Cloud Slicing)設備及企業專網設備，Cellcom提供切片專用網路、系統整合，負責建構整個企業專網環境，OneLayer主要提供行動資訊安全設備與系統，確保跨行動網路與IP網路之間的安全，在專網內部實現防火牆及網路存取控制(Network Access Control)，即時異常檢測並採取行動防止外部威脅，最大程度保護醫院內部的行動設備、資訊設備、醫療設備和儀器之資訊安全，即使在5G邊緣雲切片網路環境下，也能確保端到端的安全和管理。

 【預期效益評析】

(1)提高醫院設備配置靈活性，醫療裝置可在醫院任何地方順利連線。

(2)醫院資訊系統可以抵擋外部攻擊，並確保醫療資訊與數據不被竊取。

(3)若再度發生新冠疫情，可以在更短的時間內，完成專屬隔離醫療場所。

 【FIND觀點】

建置5G專網，不一定要用專用頻段，也可以跟電信公司合作，使用電信營運業者的授權頻段，利用切片技術，建置一個共頻專網，適合用於需要低延遲、寬聯結，也不會有民眾大量擁擠聚集造成公網排擠頻寬議題的環境。優點是5G專網由電信營運業者負責維運，專網使用單位可以聚焦於創新應用與安全保護，減少5G專網的營運與維護成本。
